Somewhat. They try to infer your information need based on your query, but that’s very little information from which to interpret relevance. Search engines make a popularity guess, but it’s up to the person using the engine to decide whether popular = relevant. Most people don’t realize this is how search engines work, so they just assume Google is right, even when it’s horribly wrong.
